COMPER's history.

COMPER is a team of experts specializing in modeling business solutions in which public financing plays an important role. We effectively combine economic, financial and mathematical knowledge with legal and regulatory knowledge.

Our experience in the economic aspects of public economic law dates back to the mid-1990s, when prof. Anna Fornalczyk founded COMPER. Prof. Anna Fornalczyk, who was the first President of the Antimonopoly Office (currently the Office of Competition and Consumer Protection) to implement antitrust regulations and State aid regulations into the Polish legal system.

Currently, COMPER’s work is carried out by Maciej Fornalczyk and Joanna Fornalczyk, PhD, who lead a team of economic and legal experts and specialize in the economic aspects of competition law and State aid regulations, specialize in financing of public services and investments.

Since 1998, we have been building experience in the field of antitrust law and State aid rules. The COMPER team was involved in a number of projects related to building modern solutions and economic concepts enabling the implementation of effective business solutions.

We had pleasure of co-creating the economic potential of PKN ORLEN, Grupa Azoty, and supporting the development of Polish regional ports. We have participated in a number of municipal projects, providing access to financing and ensuring compliance with relevant regulations in fields of such municipal cestors as: public transport, waste management, sports and recreation.

Maciej Fornalczyk

Economist, graduate of the University of Łódź at the Faculty of Economics and Sociology. He completed postgraduate studies in financial and management accounting at the University of Lodz and postgraduate studies in antitrust law at King's College London, University of London, postgraduate studies on State aid at the SGH Warsaw School of Economics. An experienced consultant in the field of antitrust law and state aid, he led a number of economic and legal analyzes, conducted proceedings before the European Commission and the Office of Competition and Consumer Protection. He conducts trainings on the subject of competition protection law, state aid and economic aspects of antitrust law. He participated in projects in the field of dominant practices, market agreements and concentrations in such sectors as: telecommunications, building materials, food production, great chemical synthesis, petrochemicals, distribution of fertilizers and chemicals, municipal services. He specializes in issues related to the financing of public services (with particular emphasis on transport), the construction and management of airports, infrastructure investments and the evaluation of applications for financing from structural funds.
